About The Department:

The Department of Skill Development and Employment, Government of Uttarakhand holds three wings wiz. Training Wing, Employment Wing, Skill Development Wing.

The Department is managing 152 Government ITIs under the Training Wing, 23 Employment Exchanges under the Employment Wing, and short-term skill training through Uttarakhand Skill Development Mission. A significant role is being played by the department in bringing about quantitative and qualitative improvement in the Training and Employment eco-system in the State. 

Training Wing:

  • The major objective of this wing is to provide training to the youths of Uttarakhand under various training schemes of DGT, Ministry of Skill Development and Entrepreneurship, Govt. of India.
  • The Directorate of Training is an Apex body for coordination at the state level as well as DGT level to meet the skilled manpower requirements of the industries.
  • Industrial Training Institutes (ITIs) play a vital role in imparting skill training under Craftsmen Training Scheme for different sectors of industries. 
  • There are three Training Schemes, namely Craftsmen Training Scheme (CTS),  Dual System of Training (DST) and Apprenticeship Training Scheme (ATS), under which Training is provided.
  • Craftsmen Training Scheme: Presently, training courses running under the Craftsmen Training Scheme are being offered through a network of 90 Govt. ITIs located across Uttarakhand in 35 NSQF compliant trades.
  • Dual System of Training: The DST is an amalgamation of theoretical training imparted in ITIs and practical training imparted in the Industries. DST helps enable Industry linkages and provides hands-on experience to the students on the latest/updated equipments and machines being used by industries.
  • Apprenticeship Training Scheme: This scheme is enacted with the prime objective to provide real time industrial exposure. During the apprenticeship training the trainee also gets stipend as per the norms of Govt. of India.

PRESENT APPRENTICES

Employment Wing:

  • The basic function of the Employment Services is to facilitate the employment of people who are seeking jobs.
  • At present, 25 employment exchanges are functioning in the State which is made up of State Employment Exchange, Divisional Employment Exchanges, District/Town Employment Exchanges, Rural Employment Exchanges, Scheduled Caste (SC) Cell at State Employment Exchange, Physically Handicapped (PH) Cell at State Employment Exchange, and University.
  • The networking structure of the Employment Service department currently consists of 24 Employment Exchanges run by the State Government but the major employment exchanges are only 13.
  • In 4 universities there are employment centres which are referred to as UEB. Currently proposing to shift UEB Roorkee to Doon University Dehradun and establish a another UEB at Pant Nagar University
  • The National Employment Service which operates through the net work of Employment Exchanges carries out the following functions:
  • Registration and placement of job-seekers so as to ensure a proper balance between demand and supply.
  • Collect comprehensive Employment Market Information on a quarterly basis for creation of data base for use in effective management of the demand and supply of labour, preparing career literature for counselling and vocational guidance.
  • Career Counselling and Vocational Guidance.

Skill Development Wing:

  • Uttarakhand Skill Development Mission was formed with a vision to transform the state into skill hub by skilling the youth to enhance their employability and match the expectations of the industries.
  • The main objective of the Skill Development wing is to provide adequate training in market-relevant skills to the youth in Uttarakhand. It also aims to create opportunities for the development of talent within Uttarakhand and improve the overall scope and space for underdeveloped sectors.
