Objectives:

To enhance the employability of youth in Uttarakhand through industry-relevant skill development programs.

To promote vocational and technical training across the state through a strong network of Government ITIs.

To create a robust employment ecosystem that connects job seekers with employment opportunities via Employment Exchanges and career services.

To implement national and state-level skill initiatives and schemes effectively, in alignment with industry demands.

To build strong industry linkages that ensure practical training, apprenticeships, and real-time exposure for trainees.

To uplift underdeveloped and rural areas by providing accessible training and employment services.
-
To generate comprehensive labour market data for informed policy planning and skill mapping.

To provide career counselling and vocational guidance to youth for informed career decisions.
Functions:
Training Wing:
-
Operate and manage 152 Government ITIs across Uttarakhand.
-
Conduct training under Craftsmen Training Scheme (CTS), Dual System of Training (DST), and Apprenticeship Training Scheme (ATS).
-
Coordinate with the Directorate General of Training (DGT) for implementation of national-level skill initiatives.
-
Ensure NSQF (National Skills Qualifications Framework) compliance in ITI trades.
-
Facilitate industry interaction and hands-on training through DST and ATS schemes.
Employment Wing:
-
Operate 25 Employment Exchanges across the state, including specialized cells for SC, PH, and university students.

Register and place job seekers with appropriate employers.

Collect and analyze Employment Market Information (EMI) on a quarterly basis.

Provide vocational guidance and career counselling.
-
Coordinate with universities for University Employment Bureaus (UEBs) and plan expansion to new campuses.
Skill Development Wing:

Implement the Uttarakhand Skill Development Mission (UKSDM) to train youth in market-aligned skills.

Partner with training providers and industry to run short-term and long-term skill programs.
-
Improve access to training in rural, remote, and underserved regions.
-
Promote innovation and entrepreneurship through skill-based training.
-
Bridge the skill gap by continuously aligning training content with industry needs.
